Governments are at the center of the data ethics debate in two important ways.� Governments have defined almost every conceivable aspect of property ownership. Because of both the hype and the reality of these new developments, the proliferation of big data raises ethical issues that demand deliberation. Big data’s broad ethical consequences strain the familiar conceptual and infrastructural resources of science and technology ethics. Big data analytics is a fast-evolving phenomenon shaped by interactions among individuals, organizations, and society. However, its ethical implications for these stakeholders remain empirically lowing issues: (1) whether traditional research regulations should apply to Big Data health research; (2) the rela-tionship between privacy and auton-omy in Big Data health research; and (3) the role of informed consent in Big Data health research.
